FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on Thursday 19th January 2012

PRESENT: Parish Councillors B. Fisher (Chairman), B. Butler, T. Martin, T. Hall, C. Florance, N. Pettitt, U. Cansfield and C. Bayliss (District Councillor) and one resident

• Apologies: M. Kettlewell (Internal Auditor), M. Hammond (Resident) and PC M Ayres

• Declaration of interest in items on the agenda: None

• Public Participation:

A resident attended the meeting to discuss possible improvements to Broadband within Follifoot Parish. He gave a talk explaining the need for faster Broadband in Follifoot, and how the increase in technology will increase the need for faster Broadband. He explained he had recently attended a meeting on the subject and explained how the Parish could assist in requesting faster Broadband speeds. He explained there are costs involved to install superfast broadband, B. Fisher asked him obtain the costs and inform him. The resident suggested he wrote to the residents of Follifoot and gave a draft letter to the clerk, who will forward a copy to the Councillors. The Parish Council said they would support the initiative and work with the resident. The Parish Councillors agreed to look at the results on Broadband from the Parish Plan at next week’s meeting.

• Minutes of the meeting held on 8 th December 2012: Proposed by B. Butler and seconded by T. Martin, the Minutes were signed as a correct record.

• Matters Arising from the minutes: None

• Chairman’s communications:

• Speeding: B. Fisher said he had written and phoned John Savage regarding traffic calming measures on Haggs Road , he is awaiting a reply. C. Bayliss said she would speak with him on the issue at the next County Council meeting.

• Cricket Club: The Cricket Club had written to Parish Council regarding a request for a donation from the Parish Council to improve the facilities at the Cricket Club. Each Councillor received a copy of the letter and a discussion followed.

N. Pettitt declared an interest in the Cricket Club. The Parish Councillors unanimously agreed to support the Cricket Club and donate £1,000.00 towards the kitchen improvements. B. Fisher said he would write to the Cricket Club to inform them.

• Matters concerning Plompton :

• T. Hall said residents had asked when a replacement drain cover would be installed at the turning to Plompton. The parish clerk said she would contact Highways again and request a new cover.

• T. Hall said residents had asked when a replacement sign would be installed. The clerk said she would contact HBC again and request the sign.

• Phone Kiosk : The clerk said she had instructed Berwins to compile a Deed of Easement between the Parish Council and the owner of the land where the phone kiosk is situated.

• Highways:

• Grounds Maintenance Work : The Councillors unanimously agreed to accept the quote from HBC for grass cutting.

• Questionnaire re: Highways: B. Fisher said he would complete the questionnaire.

• Footpath/Bridleway: A resident had commented that the stepping stones across the beck on the footpath/bridleway from Wetherby Road to Duck Nest Farm had not been replaced. Action: T. Martin said he would look into the matter.

• Footpath Old Railway: A resident had commented on the absence of a fence by the pond area next to the footpath, the chairman requested the clerk write to the landowner regarding the residents concerns.

• Broadband in Follifoot : See Public Participation Session (3).

• Neighbourhood Watch: The coordinator had sent two sample signs for the Parish Council to look at. The Parish Council said they would like to speak to the coordinator and discuss an appropriate position for the signs.

A resident had asked a Parish Councillor to inform the Parish Council, that when applying for house insurance the company had asked about Neighbourhood Watch and said the role that Neighbourhood Watch played could affect his policy premium.

• Parish Plan Evaluation Meeting: The Parish Council organised to meet on 25 th January at 8pm to evaluate the Parish Plan. N. Pettitt thanked B. Butler and T. Martin for their help with collating the Parish Plan results.

• Tennis Court : The Parish Council had received an email from a resident regarding the Tennis Court . The Parish Council agreed to support the resident and asked the clerk to write to him with their suggestions.

• Finance:

• Balance at the Bank was £11,470.77

• Request for authorisation of expenditure was proposed by N. Pettit and seconded by T. Hall. Clerks salary £555.43 and Clerk’s expenses of £55.

• Clerk’s correspondence :

• The clerk had received a questionnaire from YLCA and discussed with the Parish Councillors.

• Planning :

• Applications
