FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on Thursday 13th December 2012

Present: Vice Chairman T. Martin, Councillors C. Gogna, T. Hall and N. MacDermid, Internal Auditor M. Kettlewell and one resident.

• Apologies: Apologies received and accepted from B. Fisher and C. Florance. Due to unforeseen circumstances E. Jones gave her apologies at the end of the meeting.

• Declaration of interest in items on the agenda: N. MacDermid declared an interest in the Phone Kiosk (item 11)

• Public Participation session :

The Neighbourhood Watch Coordinator reported the following:

• The Crime Commissioner will be holding an open meeting on 16 January 2013 from 4pm till 6pm at Harrogate Library.

• The Police have reported there had been an increase in burglaries to outbuildings in the area, and people should ensure all buildings are securely locked.

• The Police reported some “Cold Callers” had said they are from ‘Microsoft’ in order to gain access to homes. Residents should be aware that they should not let unknown people into their home.

• Minutes of the meeting held on 8th November 2012: The clerk apologised for putting the incorrect date on the Agenda, it should have read 8 th November. Having been proposed by T. Hall and seconded by N. MacDermid the minutes were signed as a correct record.

• Matters arising from the minutes:

• The allotment holder for plot 2 said he wanted to continue with the allotment. The Parish Council have requested the allotment is returned to a good state by 31 st December 2012.

• Chairman’s communications :

• The chairman had received complaints regarding a sign on Plompton Road . The clerk has contacted the relevant departments for advice.

• Matters concerning Plompton :

• T. Hall said no grit had been left at the bottom of Plompton/Wetherby Road . The clerk said she would request some.

• Mobile Phone Network Coverage : The resident was not present to discuss network coverage. The clerk will contact the resident to ascertain if he has further information.

• Proposed Recreational Area Meeting 17 th January 2013: A meeting has been arranged with a view to setting up a working party.

• Broadband: C. Florance sent a Broadband update report. The planning application for the new BT Cabinet has been approved. The exchange at Oatlands Mount, which the village is connected to, is to be upgraded in March 2013.

• Phone Kiosk – Maintenance: The clerk said she is waiting for a quote from a contractor regarding the refurbishment of the kiosk.

• Planning Meeting: Having been proposed by N. MacDermid and seconded by

T. Hall the minutes were signed as a correct record by T. Martin.

• Highways:

• Vehicle speed Follifoot – Highways said a decision should be made in the next few weeks as to whether Follifoot Village will become a 20mph zone.

• Water on Spofforth Lane – The clerk had reported the water running onto Spofforth Lane by Town End House, and requested signs to be erected if conditions are icy.

• Waiting Prohibited At All Time Exemptions – The Parish Council discussed the application for Main Street , Follifoot. The exemption would apply from Main Street intersection point with the south east kerb line of the C260 Plompton Road , for a distance of 29 metres in a southerly direction.

• Finance:

• Balance at the bank £842.65 in the current account and £10,284.67 in the deposit account.

• Request for authorisation of expenditure – None

• Precept Budget – The clerk had received information from YLCA regarding Localising Council Tax Support and the implications for Local Councils. It was decided not to send the Precept budget application to HBC until the new guidelines had been confirmed. To be discussed at the meeting on 10 th January 2013.

• Clerk’s correspondence : The clerk’s correspondence was circulated.

• Planning:

• Applications – None received

• No applications had been received since the agenda was compiled

• Outcome of previous applications – Planning application for The Chalet had been approved.

• Haradaor, The Paddocks, Follifoot – The clerk said she had received information to confirm the building work was within Permitted development.

• Date of next meeting: 10 th January 2013 at 8pm in Follifoot Village Hall
