ADDITIONAL MEETING OF THE PARISH COUNCIL
Held in the Library of Rudding Park Hotel on 6th August 2026
PRESENT: Chairman N. MacDermid, Councillors A Dewsnip, K.Tharby, T. Hall, C. Dickinson, and S Gallimore. Also present Clerk, M. Richards.

3. Planning
a) 26/03420/PNA – Application to determine if prior approval is required for a proposed new private way on agricultural land. Land at Pannal Road, Follifoot, North Yorkshire.
The Chairman displayed the Location Plan and clarified details of the proposal. Councillors discussed various aspects of the application, considering the impact of what is in effect, additional to the existing access. Noted that it will provide safer access (including for horses) and that the other main consultee, NYC Highways, offered no objecting comments other than to require compliance with stated specifications. Accepted that Prior Approval will be required, and a SUPPORT response will be submitted.
b) 26/03652/DVCON – Section 73 application for the variation of Condition 2 (Approved Plans) of planning permission HGTZC23/03723/FUL (Construction of a subterranean triple garage) to allow amendments to the approved design. Alexander House, Pannal Road, Follifoot.
The Chairman confirmed that approval had already been granted for the construction of the triple garage but a subsequent application for extended frontage to the property conflicted with the original design of the garage. The Chairman displayed the revised site plan which shows the change needed, this merely being an altered access to the garage entrance. Councillors had no issues and it was agreed to SUPPORT the application.
c) 26/03634/REMMAJ – Reserved Matters application seeking approval of access, appearance, landscaping, layout and scale for Phase 2 pursuant to outline planning permission ref: 23/01184/OUTMAJ for: a) Demolition of the existing golf club facility, ancillary and related outbuildings, partial demolition of the later addition to the Deer Shed, and other associated structures; b) Erection of a new destination golf/country club facility to provide replacement facilities and swimming pool, club and related facilities, and associated areas; f) Improvements to existing and expansion of car parking areas g) Creation of a series of routes and walkways with associated public realm improvements; and h) Provision of buildings, structures, servicing areas and site-wide associated landscaping, infrastructure, ancillary storage, equipment, associated earthworks and engineering works and operations. The Chairman reminded councillors that this related to the already approved major scheme for the construction of a pre-eminent country club. He displayed the Design and Access Statement which showed all the key elements of the proposed developments. Councillors were happy with the details shown although one query was raised about the provision of a lift to the first floor of the golf building. Closer examination of the plan however, did reveal the existence of lifts. It was then noted that various consultation events had been held with local community groups and also that other main consultees had no material concerns. Councillors agreed that it was a very thorough and professional proposal, and a SUPPORT response would be submitted.
d) 26/03844/FUL – Erection of a substation, switch room and all associated engineering operations infrastructure and ancillary works. Rudding Park Hotel Rudding Park, Follifoot.
The Chairman displayed the Location Plan for the two plots, one being for the biodiversity gain to offset the impact of the substation construction. The Design and Access Statement revealed no areas of concern and, given that other consultees had offered no objections or comments, councillors agreed to SUPPORT the application.
e) 26/03831/LB – Erection of a substation, switch room and all associated engineering operations infrastructure and ancillary works. Rudding Park Hotel Rudding Park, Follifoot.
