MEETING OF THE PARISH COUNCIL

Held in the Village Hall on 8th February 2024

1. PRESENT: Chairman N MacDermid, Vice Chairman A Dewsnip, Cllrs C. Dickinson, T. Hall, and K.Tharby. Also in attendance M Richards (Clerk).

2. Apologies: Apologies for absence were received and accepted from S. Gallimore and J.Locke,

3. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.

4. Minutes of the meeting held on 11th January 2024:  The minutes were proposed as a correctrecord by Councillor Hall and seconded by Councillor Dickinson. The Chairman then signed the minutes.

5. Matters arising from previous minutes: Dealt with as part of the agenda.

6.   Planning

              Applications Received

               a) ZC24/00303/FUL – Erection of a single storey side extension, two storey rear extension, 

               and a detached garage. Ridge Cottage, Pannal Road.

               Councillors discussed this application, in conjunction with the approved application as noted

              at 6c) below. This application is for the three individual rear extensions allowed under the 

              General Permitted Development Order (2015) as amended, (as per 6c) to be amalgamated 

               into one rear extension. Councillors observed that the new build would not be visible from

               the front, and also that it is a substantial plot, and the addition would not be out of

              proportion. Consequently, it was agreed to SUPPORT the application.

               Decisions

              b) ZC23/04268/FUL – Conversion of agricultural building to form dwelling (revised scheme)  

               Barnfield, Plompton, Knaresborough.

​GRANTED

               Councillors noted that this was a scaled down version of the original application but had no

              other comments.            

              c) ZC23/04117/CLOPUD: Certificate of lawfulness for a single storey side extension, 2 no.  

               two storey rear extensions, 1 no. single storey extension and the erection of a detached 

               garage. Amended plans received – 04.01.23 Ridge Cottage, Pannal Road, Follifoot.

               Councillors noted (but see 6a) above.                              

        7.  Chairman’s communications – included as part of the agenda.              

.         8.  Clerk’s communications
               Pannal and Burn Bridge Neighbourhood Plan consultation.

            The clerk had circulated the details of the consultation process for the above 

               Neighbourhood Plan and explained the potential implications for this and other 

               neighbouring parishes. Councillors had considered but did not feel there would be any 

               impact on the Parish and therefore no comments would be submitted.

        9.  Parish matters
              a) Cllr Hall reported that the drain on the A661 adjacent to the entrance to Plompton was 

              blocked again and also that there were damaged car parts on the roadside verge following 

              a recent RTC. The clerk undertook to report both matters to NYC Highways. Cllr Hall also

              mentioned the recent flooding where the road dips but he thought this was a “soakaway”

              and would therefore drain away in due course. He will monitor to check whether any action 

              is needed.

b) The clerk has contacted two other contractors for quotations on the work needed at the  

  Pound, but without response. Councillors agreed therefore the quotation provided by Cllr 

  Hall and gave approval for the work to be carried out. The clerk will contact Cllr Paraskos 

  to check whether he has been able to confirm ownership of the Horse Pond Beck 

  area.    
  c) Road safety. A resident had approached the Chairman expressing concern at road 

  safety on Haggs Road, adjacent to the houses. The Chairman had commented that whilst

   previous concerns raised with NYC Highways on this matter had not succeeded in 

   initiating any action, he would ask the clerk to pursue again. Councillors also discussed 

   the new picket fences installed on Pannal Road, how to monitor their impact and whether 

   such fences might be considered for Haggs Road. It was felt, on balance, due to the 

   manner which vehicles enter Haggs Road from the by-pass (slowing to turn onto Haggs 

   Road) and where the picket fences could be positioned, such fences would most likely 

   have negligible impact on road speed.

   d) Tofts Lane – maintenance responsibility. The road surface has deteriorated considerably 

   with several quite dangerous potholes, with pedestrians and disabled persons particularly 

   at risk. Initial investigation indicates that this should be a NYC Highways responsibility and 

   the clerk will pursue accordingly.

          e) Councillors formally recorded their thanks to Rudding Estate for the work carried out 

           with regard to hedge cutting on Plompton Road.    

10. Traffic calming 

a) VAS – Cllr Dickinson reported on the current data which continues to show an improvement in vehicles travelling in and around the speed limit, with very few examples of excessive speeding although there have been a couple of examples of vehicles travelling at 55-60mph. Overall, data is showing a consistent improvement over the initial readings two years ago when the equipment was installed. The Chairman thanked Cllr Dickinson for his report. 

b) Picket fences – Pannal Road. The fences have now been installed and, as reported at 9c) above, councillors are keen to monitor their impact. It was also agreed to affix “SLOWDOWN” signs on each, similar to that currently on Haggs Road towards the bypass.

       11. Follifields
               Upkeep and maintenance – work required. 
              a) Wildflower area. The cutting back has been completed and the “arisings” removed. The 

               buddleia have also been pruned back.

               b) ROSPA report. Cllr Gallimore has in hand and will liaise with the contractor to ensure 

               the necessary work is completed.   

              c) Bench refurbishment. As reported previously, the contractor will complete when weather 

               conditions permit.

                                     12.  Finance 

             a) Review of finances, approve expenditure.

.              Balance at the bank on 8th February 2024 in Current Account £1,467.10 and Deposit

              Account £23,889.50, total £25,356.60. Bank statements to be initialled by the Chairman in 

              confirmation, as part of his payment authorisation process.  Monthly Reconciliation –

              reconciliation as at 8th February was provided with receipts and payments in the period 

               11th January to 8th February, reconciling to the account balances shown above. Councillors 

               then unanimously agreed the 4 amounts below for payment.

          b) The clerk ran through the Summary and Cumulative budget statements, explaining the  

         current position and the anticipated outturn against the agreed budget. He confirmed that a 

           small deficit against the original budget would be incurred due to the unbudgeted

           installation of the Pannal Road picket fences but this would be offset by the VAT reclaim of 

           some £1500. This reclaim covers an extended period and he undertook to submit the 

           reclaim on an annual basis in the future. Councillors noted and had no comments.

  13. Items for the next meeting

           To confirm the date for the Spring litter pick.
