Minutes of the Follifoot with Plompton Parish Council

8th December 2016 at 8pm (Annnual Budget scroll to bottom)

PRESENT:
Chairman N. MacDermid, Councillors J. Andrade, A. Dewsnip, J. Hinchcliffe and E. Jones, District Councillor A. Paraskos, one resident and three village hall representatives. Rudding Park representative arrived at 8.30pm.

1. Apologies: Apologies received and accepted from Councillor T. Hall and
T. Martin.
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: Councillor Dewsnip and Jones declared an interest in the Village Hall Planning application, item 17a) iii.
3. Public Participation session: None.
4. Minutes of the meeting held on 10th November 2016: Councillor Dewsnip approved the minutes, this was seconded by Councillor Andrade, and the chairman duly signed the minutes.
5. Matters arising from the previous minutes: All items included in the meeting.
6. Chairman’s communications:
a) Boundary Changes: The chairman said he had received correspondence from a concerned resident regarding the proposed boundary changes. The parish council discussed the matter and referred to previous communication with the local MP. The district councillor gave an update on the Boundary Changes. Action: The clerk to obtain previous correspondence for the next meeting.
b) Odours Main Street, Follifoot: The chairman said he had received various reports from residences regarding an unpleasant odour at the bottom and top of Main Street, he said Yorkshire Water are aware of the problem.
c) Internal Audit: The chairman said he had received a letter from the internal auditor Mrs Kettlewell, who reported the accounts were in order within the recommended guidelines.

8. Matters concerning Plompton:
a) Plompton Rocks Parking – The clerk confirmed she had written to the owner regarding parking.
9. Broadband:
a) Councillor Hinchcliffe gave an update on poor broadband speeds within certain areas of the parish. He said he is in correspondence with a resident who was considering paying privately for fibre optic broadband and once further information is available Councillor Hinchcliffe will inform the parish council.
b) The chairman updated the parish council on the installation of broadband in the village hall. It was resolved the parish council would pay 75% of the installation cost and 50% of the on-going monthly fees.
10. Neighbourhood Watch: The coordinator had circulated a report, which will be on the village website (www.follifoot.org).
11. Village Up Keep:
a) Maintenance Man: The clerk gave an update on the work carried out by the village maintenance man during November, he had done a total of 7hours. It was noted the sign on Plompton Road had not yet been cleared of debris and cleaned. The clerk said she will request again it is cleared and cleaned.
12. Meeting Dates 2017: It was resolved to accept the proposed meeting dates for 2017 with a new start time of 7.30pm. See appendix 2
13. Harrogate Borough Council:
a) Draft Local Plan – The clerk informed the meeting she had registered and will ensure the comments are submitted by 23rd December 2017.
b) Local Green Space (The Garth) – A resident requested a copy of the correspondence submitted regarding The Garth and Local Green Space.
c) District Councillor Paraskos gave an update on the Draft Local Plan.
14. Highways:
a) Bridleway off Pannal Road:
i) Repairs – The clerk had received an email regarding improving and funding repairs to the bridleway off Pannal Road. The group organising the repairs had asked if the parish council would make a donation, it was resolved the parish council would donate £50.00 in 2017, towards the repairs.
ii) Southern Cycle Route – The clerk said the group were currently interested in increasing the Southern Cycle Route and would need access from the bridleway across land towards Spofforth. The group had asked if the parish council would be interested in approaching the landowner to discuss the matter. It was resolved, as the parish council are currently committed to Follifields, parish council time should be allocated on developing the recreational area and the cycle route extension could potentially be addressed in the future.
15. FOFWRAP:
a) Planning: The chairman said Harrogate Borough Council had approved (with conditions) the planning application for the recreational area (Follifields) off Pannal Road, Follifoot.
b) Lease: The chairman said he was working with FOFWRAP, Rudding Estate and the solicitor on the lease. The target is for the lease to be signed by 31st December 2016. The main risk to this timetable is the lead time for receipt of the local authority search results. It was agreed that if the timetable for signing became critical then the Parish Council could sign the lease and relay on the Break Option if required. The chairman informed the meeting that the cost of the lease has been underwritten by FOFWRAP.
c) Fund raising: The chairman said FOFWRAP are looking at various funding providers. They said anyone can donate to the scheme.
16. Finance:
a) Balance at the bank: Current account £750.06 and Deposit account £8,358.59.
b) Request for authorisation of expenditure – It was resolved

c) Monthly Budget – See appendix 3
d) Precept for 2017/18: The Chairman and Councillor Dewsnip had worked with the clerk to produce the proposed precept. The proposed precept was discussed and it was resolved to accept and request a precept of £10,000 for 2017/18.
17. Planning:
a) Applications:
i) Brooklands, Plompton Road, Follifoot – 16/04456/FUL – Erection of single storey extension, replacement porch, alterations to fenestration and formation of terrace. The parish council supported the application.
ii) Rudding Park Driving Range – 16/03890/FUL – Extension and formation of additional first floor driving bays. The parish council supported the application.
iii) Village Hall, Tofts Lane, Follifoot – 16/04855/FUL – Installation of bi-folding doors to replace existing windows, erection of walls and railings, formation of access ramp onto new external terrace and raising of ground levels. The parish council supported the application.
iiii) Wingate Farm, Plompton – 16/05144/PBR – Prior approval for change of use of agricultural building 2 No. dwellings. The parish council supported the application.
b) Arrange a meeting for applications received since the agenda was compiled: None received.
c) Outcome of previous applications:
Rose Cottage, Tofts Lane, Follifoot – Refused.
