MEETING OF THE PARISH COUNCIL
Held in the Village Hall on 14th March 2024

1. PRESENT: Chairman N MacDermid, Vice Chairman A Dewsnip, Cllrs C. Dickinson, T. Hall, and S. Gallimore. Also in attendance M Richards (Clerk).
2. Apologies: Apologies for absence were received and accepted from J. Locke and K Tharby,
3. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.
4. Minutes of the meeting held on 8th February 2024: The minutes were proposed as a correct record by Councillor Hall and seconded by Councillor Dickinson. The Chairman then signed the minutes.
5. Matters arising from previous minutes: Dealt with as part of the agenda.
6. Planning
Applications Received
a) ZC24/00427/FUL – Demolition of dwelling + office space for E(c)ii – Professional
Services, rebuilt to single dwelling only. Inglewood, The Paddocks, Follifoot.
Councillors discussed at length, covering such issues as the new layout and actual location,
comparison with the neighbouring property, showing a substantial increase in scale and
height. It was agreed however, that whilst it is a large replacement property, it is not
disproportionate to the size of the plot and does not have a significant visual impact on the
neighbouring properties once complete. It was resolved to SUPPORT the application but
express some concern over potential flooding and seek safeguards being in place over
access and drainage. It was also noted that access along The Paddocks is very narrow,
especially at the end where the property is located which could be an issue during
construction.
b) ZC24/00725/TPO – 3 meter height reduction and 2.5 meter lateral reduction of 1no.
Willow Tree (T1) Tree Preservation Order R08/2024 (HAR) 1 Springfield Cottages, Hillside,
Councillors noted that the Council’s arboriculturist had recommended refusal due to
concerns over potential impact on the tree’s health but felt that the amount of dead wood
falling into the property’s garden warranted some action and it was agreed to SUPPORT
the application.
c) ZC24/00640/FUL – Single storey side and rear extension and alterations to fenestration.

d) ZC24/00641/LB – Single storey side and rear extension and alterations to fenestration.

The Chairman displayed the existing and proposed elevations. Councillors considered the
details and it was resolved to SUPPORT both c) and d) applications.
Decisions
e) Provisional TPO 08/2024 (HAR) re 1 Springfield Cottages above at 6c)
GRANTED
Councillors noted and had no further comments.
Other
f) Notification on Appeal 24/00012/HOUSER at East View Cottages.
As this is via the “Householder Appeal Process” no comments from interested parties are
permitted. Councillors noted.
7. Chairman’s communications
The Chairman had been informed of a deep pothole on Pannal Road which he had notified
to NYC. The clerk will reinforce the notification with a formal submission from the Parish
Council. Any other items of communication are included as part of the agenda.
8. Clerk’s communications – NYC items previously circulated
a) NYC Local Plan Launch event Q & A.
The Chairman observed that this was the output from the Launch Event held in December
and there was no immediate action required. The Plan will not be finalised and available
until 2028 and closer scrutiny will be required at various stages between now and then. A
Call for Sites” will be made in early 2024, and councillors will need to be prepared to
respond to any potential local issues.
b) Home to School Travel policy
The Chairman summarised his understanding of the proposed changes and noted that the change in policy appeared to mean that in most cases NYC will not pay the full travel costs if pupils attend schools which are further away from the geographical closest.
c) Cost of Living Campaign
d) Let’s Talk Food Campaign
Councillors reviewed c) and) above and agreed the only action required was to publish the
information on the website, notice board and FaceBook page.

9. Parish matters – updates
a) Cllr Hall again reported that the drain on the A661 adjacent to the entrance to Plompton
was still blocked with consequent flooding and there were more damaged car parts on the
roadside verge. The clerk undertook to report both matters again to NYC Highways.
b) Repairs to The Pound wall and confirmation of Horse Pond Beck wall ownership – in
hand
c) Road safety – Haggs Road, Possible traffic calming measures raised with NYC, no
response as yet.
d) Tofts Lane – road surface repairs – as above at c), raised with NYC, response awaited.
e) Spring Litter Pick – confirmed for 14th April at 2.00pm. Cllr Dewsnip will produce a poster
for display in the Post Office and the clerk will arrange the supply of equipment.
f) A resident had reported black bin bags placed adjacent to the Follifields bin. It was
noticed however that they had been collected a couple of days later. The Chairman thanked
the resident for the information and the position will be monitored in case of recurrence.
g) Defibrillator – The Chairman reported that spare replacement pads were needed and in
addition he had registered the defibrillator on “The Circuit” (the national defibrillator network
which provides the NHS Ambulance Service with vital information to allow rapid access to
defibrillators after a cardiac arrest) Note : This registration is in addition to the previous
registration.
The clerk confirmed replacement pads have been ordered..
10. Traffic calming
a) VAS – no changes to report
b) Picket fences – Pannal Road. The clerk has obtained the “SLOW DOWN” signs and will arrange to affix in due course.
11. Follifields
Upkeep and maintenance – work required.
a) Weeding – to be completed in late Spring.
b) ROSPA report. Cllr Gallimore has discussed with the contractor who will adapt the gate
closing mechanism to ensure compliance with ROSPA requirements..
c) Bench refurbishment. As reported previously, the contractor will complete when weather
conditions permit. To note also that the “Kitty Corner” bench has been repaired and is ready
for re-installation. Councillors were concerned that the bench could again be vandalised if
installed in its previous location and it was suggested that an alternative location on the
“Loop Walk” would be appropriate. As this is on Rudding Estate land, Cllr Gallimore
undertook to contact the owner for permission.
The Chairman took the opportunity to formally thank Rudding Estate for maintaining the
Follifields hedges.
12. Finance
a) Review of finances, approve expenditure.
. Balance at the bank on 14th March 2024 in Current Account £883.33 and Deposit
Account £21,482.29, total £22,378.62. Bank statements to be initialled by the Chairman in
confirmation, as part of his payment authorisation process. Monthly Reconciliation –
reconciliation as at 14th March was provided with receipts and payments in the period
8th February to 14th March, reconciling to the account balances shown above. Councillors
then unanimously agreed the 6 amounts below for payment.

b) The Chairman ran through the By Month Statement and then the Summary and
Cumulative budget statements, explaining the variances for the year end outturn. The
£1500 VAT reclaim will be received in the new year and a fundraising event will also be
Arranged to raise funds for Follifields upkeep..
The clerk reminded coincillors that an external audit review would be required
this year (2023/24) as turnover exceeded £25,000 following the Plompton Road Fund
transactions. Councillors noted and had no comments.
