10th September 2026
Held in the Board Room of Rudding Park Hotel on10th September 2026
PRESENT: Chairman N. MacDermid, Vice Chairman A Dewsnip, Councillors K.Tharby, T. Hall, C. Dickinson, J Locke and S Gallimore. Also present Cllr A Paraskos (NYC), Clerk M. Richards, 5 residents and a representative of Rudding Park Hotel (RP)
There were no apologies for absence as all councillors were present
1. Declaration of Interest and Notification of changes in the Members’ Register of Interest:
None.
2. Public Participation session: No items notified, but a resident took the opportunity to raise the possibility of establishing a sub-committee or Formal Neighbourhood Plan Group, to formulate a “Follifoot Action Plan”, to consider the steps necessary for the continuance of essential village facilities such as the school, pub and post office. The Chairman responded that establishing a Formal Neighbourhood Plan was an extensive and expensive project, but he thought the aim and the creation of a sub-committee was an excellent idea. All councillors agreed and RP affirmed that the Hotel would be happy to help. This topic will be included on the agenda for the October meeting, with the resident (and any other interested individuals) to undertake a leading role.
3. Minutes of the meetings held on 16th July and 6th August2026: Both minutes were proposed as a correct record by Cllr Dickinson and seconded by Cllr Gallimore. The Chairman duly signed the minutes.
4. Matters arising: None. Covered in agenda.
5. Planning
a) 26/04249/FUL – Reconstruction of existing stables off existing structure to form Greenhouse
and Orangery. Erection of gates, fencing, shed and bin store. 1 Spring Bank, Main Street.
The Chairman displayed the location plan and the Design and Access Statement, plus the
proposed elevations compared with the existing buildings. He noted that there were no adverse
comments from the Council’s arboriculturist and councillors agreed the proposals represented a
visual improvement to the site. There was no impact on the view from the front of the property
and councillors agreed to SUPPORT the application. A resident then commented that the access
to the property was via a shared drive and there was a risk of damage caused by vehicles
involved in the construction work. Councillors noted and this concern will be reflected in the
Parish Council’s response.
b) 26/04186/FUL – Extensions and alterations to existing dwelling. Erection of entrance gates and
piers. Field House, The Paddocks, Follifoot.
The Chairman displayed the location plan and the Design and Access Statement. He briefly ran
through the history of the property and previous development applications which had been
declined, largely due to inappropriate increase in size and volume. This proposal represents a
40% smaller footprint and is in keeping with neighbouring properties. He also noted that NYC
Highways had offered no objections and based on their overall observations, councillors agreed
a SUPPORT response should be submitted.
c) 26/04544/OUT – Outline planning application with all matters reserved except access for up to
seven dwelling houses. Land Comprising Field At 433648 452489 Pannal Road.
The Chairman displayed the location and site plans. Councillors discussed various aspects of the
proposed scheme and although there were some comments such as the potential aesthetic
improvements to the entrance to the village, questions were raised about the need for two access
roads to the site and the responsibility for the landscaping at the front of the development. There
was also a question raised by a resident in attendance regarding the positioning of the houses
relative to existing properties. It was explained that this has been necessary to protect existing
mature trees and tree roots.
A SUPPORT response was agreed with a note being added seeking clarification over the need
for two access roads.
d) 26/05008/FUL – Erection of a glazed porch. Rudding Park Hotel, Rudding Park.
e) 26/04888/LB – Erection of a porch. Rudding Park Hotel, Rudding Park.
The Chairman displayed the location and site plans and RP outlined the history to these building
works. This scheme is to mitigate against adverse weather conditions, principally the “wind
tunnel” effect due to the location. Councillors thought this was a good proposal and a SUPPORT
response was agreed for both applications.
Decisions
f) The clerk had circulated the Decisions Log he had set up which shows the decisions on all
applications since April 2026. Councillors noted and had no questions.
g) Enforcement
i) Alleged breach – unauthorised works in respect of extension to the property. The property
owner (who was present) is completely unaware of this and has received no notification from the
Enforcement Officer. Cllr Paraskos will follow up.
ii) 5 Plompton Square – alleged unauthorised felling of trees. Enforcement Officer investigating.
Other
h) TPOs
TREE PRESERVATION ORDER NO. TPO No. 81/2026 (HAR) – Parkside House, Plompton
Road.
TPO NO. 07/2026 (HAR) – LAND COMPRISING FIELD AT 433407 452398, PANNAL ROAD,
FOLLIFOOT, NORTH YORKSHIRE
Councillors noted.
6. Chairman’s communications.
a) Northern Gas Network (NGN) structure Plompton Road.
The Chairman confirmed a questionnaire had been circulated to nearby residents, detailing design possibilities for the structure and types of protective bollards, plus suggested landscaping. The resident who had been heavily involved with this project from the very start, gave a summary of all the relevant steps taken over many months in trying to achieve a mutually acceptable conclusion with NGN. Unfortunately, NGN have firmly refused to alter any material aspects with regard to the structure, particularly its location. However, the resident and Chairman, working together, have obtained a number of concessions from NGN, outlined above in the questionnaire. NGN have also offered a sum in compensation of £250. It was suggested that a group of interested residents get together to agree the landscaping, possibly seeking advice from a landscaping expert. There would also need to be an agreed maintenance plan between villagers and NGN.
4 residents and RP left the meeting at this point
b) Possible Unregistered Land – telecoms cable issues.
The Chairman was pleased to report that, again with the assistance of the local MP, there should hopefully be a solution to this issue. It is confirmed that the land in question is owned by NYC and consequently NYC Environment, in conjunction with Openreach and the MP, will work towards a solution.
c) Access to Follifoot Community Facebook group. Rudding Park (via an employee) had sought membership of the group, ostensibly to publicise events which may impact on the village. Whilst this would be acceptable information, after due consideration the request had been denied as if accepted it would then be difficult to deny other businesses access who would then use the facility for unwelcome advertising.
7. Clerk’s correspondence
a) NYC Local Plan. The clerk had circulated a consultation paper setting out the plan for a 30
month timetable developing the Plan in three stages. Parish Councils are encouraged to take part
and the Chairman suggested that this should be considered further at the next meeting.
8. Parish Matters
a) Plompton
i) Notice Board
The contractor is in the process of completing the necessary repairs,
ii) A661 – marker posts still not re-installed. Clerk will follow up again.
b) Village upkeep.
All in hand
c) Grass cutting. The clerk has agreed the grass cutting plan throughout the village with the local
contractor, to confirm timing and coverage and also including the triangle at the top of Main Street.
d) Village Hall update. Work is progressing slowly but to a high standard. It is hoped to achieve
completion by the end of October, but there have been unavoidable delays due to various
discussions and approvals regarding, fire safety, building regulations and financial responsibility.
These have involved the Insurance company (and their representatives), the Village Hall
Trustees, the builder and the loss assessor, and oversight by the Building Inspector and Fire and
Safety Officer.
9. Traffic calming
VAS. Cllr Dickinson is continuing to monitor. Data for the last 8-9 weeks has shown a small
Declining position. A more in-depth review will be completed at October’s meeting.
10. Follifields
a) Maintenance – all jobs in hand with the two contractors.
b) Radcliffe Close hedge – needs pruning, but before instructing the contractor to carry out the work, the clerk will check when it was last done.
c) Goal nets. Now torn with holes. Councillors agreed replacements were needed and the clerk will research the best option as customised sizes are necessary.
d) Drone flying. Whilst this is not a major problem, there had been instances of unwelcome drone flying in the village. Councillors accepted that restrictions could not be enforced in public areas but a notice will be erected to forbid drone flying from within Follifields.
e) Rubbish and re-cycling. It was noted that the table tennis box had been used as a rubbish bin and unfortunately, the bats and balls had been removed and not replaced. Rubbish disposal and items for re-cycling were becoming a growing problem with the increased use of the play area, particularly with the fine weather of this year’s Summer. Councillors agreed that the provision of an additional “Tardis” type bin would be the best solution and the clerk will pursue with NYC.
11. Finance
a) Balance at the bank on 10th September 2026 in Current Account £1120.53 and Deposit Account£22,973.58, total £24,094.11. Bank statements to be initialled by the Chairman in confirmation, as part of his payment authorisation process.
Monthly Reconciliation – reconciliation as at 10thSeptember was provided with receipts and payments inthe period 16th July 2026 to 10th September 2026, reconciling to the account balances shown above at a) Councillors then unanimously agreed the 6 amounts below for payment.
