Minutes of the meeting held on Thursday 3 September 2009

Present : Parish Councillors B. Fisher (Chairman), B. Butler, S. Milligan, T. Martin, P.C. M. Ayre and two residents.

Apologies for absence : Parish Councillors U. Cansfield, E. Bolton, C. Florance and District Councillor C. Bayliss.
Declarations of interest in items on the agenda : There were none.
Public Participation session : there were no matters raised for discussion.
Minutes of the meeting held on 30.7.09 : Having been proposed by T. Martin and seconded by B. Butler, the Chairman signed the minutes as a correct record.
Matters arising from the minutes :

Item 6 c) commuted sums – £ 3181.30 is allocated to the Village Hall and £ 705.81 to the tennis court from the Duck’s Nest Farm development. Both organisations have been informed. S. Milligan agreed to follow up with the tennis club.
Item 11 c) litter pick on 4.10.09 – arrangements made to advertise the event (a poster designed by D. Watkins) and supply protective clothing. Rubbish may be stored at the Radcliffe Arms prior to collection.
Item 12b) Follifoot primary school planning application – a response received from NYCC on receipt of the Parish Council’s observations. Confirmation received that NYCC would write to residents having a shared boundary with the school and adjacent the Main Street. The school should have conducted a risk assessment regarding the plans for the new play facilities. Arrangements had been made for the police liaison officer to be consulted regarding possible anti-social behaviour.

Chairman’s communications :

Anti-social behaviour . Letter received from a resident living adjacent to the school to inform the councillors about a group of boys who habitually climbed on the roof of his property and the school and of his concern regarding the risk of accident. A letter of acknowledgment to be written. P. C. Ayre reported that he had spoken to the children concerned earlier that evening regarding their behaviour. He planned to visit the school, speak to the headteacher and also contact the parents of the boys concerned.
The Chairman invited P. C. Ayre to make his report. No crimes had been reported since 30.7.09, 13 crimes had been recorded since the beginning of the year.
Car parking – A resident had been in contact regarding vehicles parking on Pellentine Road so close to the junction with Main Street as to make exit and entry potentially hazardous at times. Cars were also parking on the pavement on Main Street. P. C. Ayre stated that he would issue a ticket to those vehicles causing an unnecessary obstruction. The Parish Council resolved to insert a notice in the parish magazine and on the noticeboard requesting that residents and their visitors park vehicles with consideration.
Sewage odours, Main Street . These have been noted outside East View Cottage. The Chairman agreed to contact Yorkshire Water and Rudding Park would be informed of the problem by letter.

Plompton : There was nothing to report.
Pedestrian access between Rudding Dower and Follifoot village :

A response received from both Rudding Estate and Rudding Park to letters regarding this matter. The parties concerned had considered a request to allow access over the bridge over the A658 to join up with the public footpath and were minded to refuse. Other suggestions were made to mitigate the hazard of crossing the by-pass and it was agreed that these would be put to NYCC Highways. The resident who raised the matter would be informed of the outcome.

Highways :

NYCC Highways and Transport satisfaction survey
Local Transport Plan 2011 – consultation questionnaire. B. Butler agreed to complete items a) and b). T. Martin stated that the Local Access Forum had raised some concerns about the Transport Plan.
Matters to report to NYCC Highways– Guilder’s Bridge: the pavement is overgrown with weeds. Follifoot Grange, Spofforth Lane – drain cover needs reinstatement. Pannal Road junction with A658 – floods in heavy or persistent rain. Exit from A658 into Pannal Road – letter from a resident commenting on difficulty in locating the junction in the dark. The possibility of having white kerbstones suggested.
The Pound – becoming overgrown with ivy. It was resolved to obtain a quotation from Harrogate Council for its removal.

Finance :

Balance at the bank – a total of £ 6473.73 was in the accounts
Request for authorisation of expenditure: to Harrogate Council for grass cutting £ 22.49 and a donation of £ 25 to Follifoot church for assistance in publicising the Parish Council’s activities via the parish magazine. Expenditure was proposed by B. Butler and seconded by T. Martin.

Clerk’s report and correspondence :

Annual consultation meeting between parish councils and Harrogate Council. This would be held on 26.1.10 and C. Jackson, Highways manager would be present to answer questions.
Information received since the last meeting was circulated.

Planning : leaflets produced by Harrogate Council on the role of parish councils in the planning process and the factors considered in enforcement had been distributed to councillors for information.

Application 09/02804/FUL – Loxley Farm, Plompton for conversion of 2 barns to form 2 detached dwellings, installation of new package treatment plant (site area 0.09 ha)(revised scheme). The Parish Council had no objections to the application.
Application 09/03355/FUL – Follifoot Park Riding Centre for single storey link extension incorporating 2 storage units (revised scheme). The Parish Council had no objections to the application.
No applications had been received since the agenda was compiled.
Outcome of previous applications : Approved – Village End, Plompton Road, Follifoot for treeworks and Prospect Cottage, Pannal Road, Follifoot for a replacement garage. No objections from Harrogate Council – Follifoot school for canopy and enhanced play facilities.
