FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on14th March 2013

Present: Vice Chairman T. Martin, Councillors’ N. MacDermid, C. Gogna, E. Jones,

C. Florance, T. Hall, Internal Auditor M. Kettlewell and Neighbourhood Watch Coordinator M. Hammond and one resident.

• Apologies: Apologies received and accepted from B. Fisher.

• Declaration of interest in items on the agenda:

• N. MacDermid declared an interest in the Phone Kiosk item 9.

• T. Hall declared an interest in item 19a.

• Public Participation session:

• M. Hammond said on behalf of the residents he wished to thank the Parish Council for organising the meeting regarding the cancellation on the 770 bus service and positive outcome.

• M. Hammond advised that there is a Neighbourhood Watch meeting to be held in the Village Hall on Monday 18 th March at 8pm.

• Approval of Meeting Minutes held on 14 th February 2013:

The minutes were proposed by N. MacDermid and seconded by C. Gogna. The vice chairman signed them as a correct record.

• Matters arising from the minutes: None

• Chairman’s communications: None

• Matters concerning Plompton:

• The Plompton sign had still not been installed. The clerk said she would make enquiries.

• Bus Service through Follifoot:

The new bus service which commenced on 10.03.13 through Follifoot was discussed. The Chairman said that the issue with the evening service is being looked into by the Parish Council, following several complaints from residents. The Vice Chairman said he welcomes resident’s comments on the new service.

• Phone Kiosk:

The clerk went through the three quotes she had received regarding the refurbishment of the phone kiosk. It was decided to use Keepsake Construction if they would reduce the quote slightly. The clerk said she would enquire. The Parish Council asked the clerk to contact the village school and ask if they would like to work with the Parish Council in establishing a use for the kiosk.

Action: Clerk to contact school.

• Play Area Meeting held on 27 th February 2013:

E. Jones discussed the recent Play Area meetings, she said they had both been positive. The committee will be organising a meeting with the landowner to discuss ways the group can move forward. Next meeting to be held at Radliffe Arms

on 15 th April 2013.

• Annual Parish Meeting on 11 th April 2013:

The meeting has been arranged. Refreshments will be served from 7pm and the meeting will commence at 7.30pm.

• Spring Litter Pick on 21 st April :

Litter Pickers to meet at 2pm outside the Village Shop/Post Office.

• Parish Council Means of Communications:

The clerk had contacted the current website host, who provided her with some relevant information. She said she would make further enquiries.

• Bench on Plompton Road :

A bench is to be installed on Plompton Road ; the resident has asked if the Parish Council would adopt the bench and maintain it. C. Florance proposed the adoption of the bench and E. Jones seconded.

• Highways:

• The Parish Council had received an advise notice regarding the ‘Stopping up of Highway, Kitty Corner’. The letter was discussed. The clerk to ensure the landowner has received a copy.

• Broadband:

• Broadband improvements in Follifoot were discussed. C. Florance said he will type up some information, to inform residents of the current Broadband situation, and put it on the notice board.

• Finance:

• Balance at the bank, £330.35 in the current account and £9,370.78 in the deposit account, Total Balance £9,701.13.

• Request for authorisation of expenditure – clerk’s membership to SLCC of £100. This was proposed by T. Hall and seconded by C. Florance.

• The clerk said the £807.60, for the purchase of a bench needed to be recorded. This was proposed by T. Martin and seconded by C. Gogna.

• E. Jones enquired about the Clerk’s salary structure and how the Parish Council concludes how many hours of work are undertaken. It was decided the clerk would record her hours for the next few months, as the workload has increased since she commenced. Appraisal of the clerk was also discussed.

• Clerk’s correspondence:

• An email had been received regarding a housing survey. The Parish Councillors could not complete it; the clerk has made enquiries and will inform them of the outcome.

• An email had been received regarding a Youth Club in the village. The clerk to make further enquiries.

• Planning:

• Applications

• No applications had been received since the Agenda

• Outcome of previous applications

• Townsend Undertakers Oakfield House, Tofts Lane Follifoot –

Granted subject to conditions.

• Harrogate Rugby Club, Rudding Lane – Granted planning permission, subject to conditions.

• A Tree Preservation Order No 12/00036/TPORDR for Pannal Road , Follifoot had been received.

• Planning Enforcement notice had been received for 8 Plompton Square , Plompton. Ref: 13/00099/PR15

• Date of next meeting: 11th April 2013:

Refreshments from 7pm and the Annual Parish Meeting will commence at 7.30pm, followed by Parish Council Meeting.
