FOLLIFOOT WITH PLOMPTON PARISH COUNCIL
MINUTES OF THE MEETING HELD 10th July 2014

PRESENT:
Vice Chairman N. MacDermid, Councillors T. Hall, C. Gogna, T. Martin and E. Jones.
1. Apologies: Apologies received and accepted from District Councillor C. Bayliss, Chairman B. Fisher and Internal Auditor M. Kettlewell.

2. Declaration of interest on items on the agenda: None.

3. Public Participation session: No public present.

4. Minutes of the meeting held on 12th June 2014:
T. Hall proposed the minutes to be a correct record, this was seconded by T. Martin, and the Vice Chairman duly signed them.

5. Matters arising from the minutes:
a) Urban Grass Cutting item 11b – The clerk informed the Parish Council, following the letter received from Harrogate Borough Council (HBC) regarding only cutting verges which are considered to be a hazard from April 2015, HBC informed her more information will be available in October 2014. The Clerk said she will monitor the situation.
b) Proposed School Fence – The Parish Council reviewed the proposed school fence plans. They agreed the plans looked in keeping with the school and village and may require planning permission. Action: Clerk to inform School.

6. Chairman’s communications: None

7. Matters concerning Plompton:
a) The ‘Plompton’ sign has still not been replaced. The clerk said she would contact Highways again.
b) T. Hall said he had received complaints from residents about the overhanging trees at Gilders Bridge, Plompton Road. The clerk said she would look into the matter.

8. FOFWRAP:
The clerk said the ‘Tour de Follifoot’ was a fun event, it raised over £500.00. for FOFWRAP and the Cricket Club raised about £1,000.00. The clerk said the group continued to meet and work towards developing a Recreational Area in the village.

9. Village Up Keep:
a) Information sign on Leconfield – The clerk said the Leconfield Information board would benefit from a re-varnish. It was agreed the clerk could organise the work.
b) Watering Rota – The clerk requested Parish Councillors check when they are on ‘Watering Duty’, and then remember to water the plants.
c) Green Bench – The clerk said the bench by the bottom bus shelter is in need of painting. It was agreed the clerk would organise the work.
d) Website sign – The clerk said she is waiting for Signs Express to contact her regarding the website signs.

10. Neighbourhood Planning:
The clerk said she had recently received documentation regarding grant applications, which she needs to research before applying for a grant.

11. Highways:
a) Cycling Sign on Village Green:
Harrogate Cycle Action Group had recently installed a cycle route sign on the Village Green. Several comments had been received from residents about where the sign had been sited. The Parish Councillors said they supported cycling but considered the sign was located in an inappropriate place.
Action: The clerk to contact Harrogate Cycle Action Group and Highways to discuss the matter.

12. Finance:
a) Balance at the bank, in the Current Account £122.37 and Deposit Account £8,194.79 Total = £8,317.16.
b) Request for authorisation of expenditure, clerks salary, clerks expenses, and bus shelter repairs. T. Martin proposed the expenditure and T. Hall seconded it.

Cheque No: 100729 Clerks Salary and expenses £995.93
c) Quarterly Bank Reconciliation/Monthly budget: The Accounts were presented and a copy of the Budget and Quarterly Bank Reconciliation had been sent to all Parish Councillors.

13. Clerk’s correspondence:
a) The clerk had received a complaint regarding the old website continuing, as the information is out of date. It was decided the Vice Chairman would contact the provider and speak to him to request the site is closed down. It was decided for the subject to be on the Agenda each month until the problem is resolved.

14. Planning:
a) No applications received.
b) No applications received since the agenda was compiled.
c) No outcome of previous applications received.
