FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on Thursday 8th March 2012

PRESENT: B. Fisher (Chairman), B. Butler (Vice Chairman), T. Hall, C. Florance, N. Pettitt, M. Kettlewell (Internal Auditor), M. Hammond (Neighbourhood Watch Coordinator) and one resident.

• Apologies : T. Martin, U. Cansfield and C. Bayliss (District Councillor)

• Declaration of interest in items on the agenda:

• N. Pettitt declared in interest in item 18a, regarding Planning for Hilltop House. It was agreed he would leave the meeting during the planning discussion.

• T. Hall declared an interest in item 16c, regarding quotes for Saxon Cross. T. Hall agreed he would take no part in the discussion.

• Public Participation session: Residents asked if any further information was available on the phone kiosk. The Clerk explained she was currently waiting to hear from the Solicitors. She said she would inform the resident once the draft lease was received.

• Minutes of the meeting held on 9 th February 2012: The Minutes were proposed by B. Butler and seconded by C. Florance, and signed as a correct record by the Chairman.

• Matters arising from the minutes : None

• Chairman’s communications:

• The Chairman said that Rudding Estate had erected a new fence by the area of water on the old Railway line. He said shortly after a tree had fallen in the same area and Rudding Estate had moved the tree and cleared the ditch efficiently and promptly. Although verbal thanks had been given to Rudding Estate for their work in this area, the Chairman requested that our appreciation of the work carried out was recorded.

• The Chairman had received a letter from a resident regarding slow Broadband in the village. He had spoken with the resident on the matter; the resident said he would join the Broadband committee. The Clerk to pass his details to

M. Hammond. Broadband speeds in the village were discussed.

• Matters concerning Plompton:

• T. Hall asked if the person who put the sign on the ‘Triangle’ area at Plompton needs to remove it before Highways would erect a new sign. The Clerk said she was unsure of the exact situation, and would contact Highways and make enquiries to resolve this issue.

• Parish Plan:

The Parish Plan Update letters had been distributed. B. Fisher suggested an email was sent to all those who volunteered to assist with various projects in the village and invite them to the Annual Parish Meeting.

• Broadband:

Broadband was discussed. It was suggested that the Clerk emailed Pannal Parish Council to enquire on the speed of Broadband in Pannal, and inform Pannal of the intention to improve Broadband in Follifoot.

• Spring Litter Pick – 22 April 2012

The Litter Pick has been organised. To meet at 2pm, outside the Post Office. Posters to be distributed by the Clerk.

• Annual Parish Meeting on 12 th April 2012:

M. Kettlewell said she would organise the refreshments, with U. Cansfield. It was suggested that a list was created to obtain email addresses of those who may be interested in joining a working group on improving the ‘Top 10′ in Follifoot.

• Neighbourhood Watch:

M. Hammond agreed to give a short report on Neighbourhood Watch at the Annual Parish Meeting. He said a meeting with the seven coordinators and a representative from Harrogate and District Neighbourhood Watch had been held. M. Hammond said the Neighbourhood Watch Coordinators will call and deliver letters to the residents, and discuss any concerns they may have. They will also show them various samples of notices and smart pens that are available to purchase.

• New Residents Correspondence:

A resident had sent the clerk a ‘New Residents Welcome Pack’, used by a Northampton Village . The Parish Councillors discussed the pack and agreed a similar information pack would be helpful for new parish residents. The Chairman asked the Clerk to draft a similar document for use in Follifoot.

• Parish Council Elections:

• Parish Council Election Procedure – The Parish Councillors discussed the Procedure.

• Publicise Parish Councillors Elections/Vacancies – The Chairman said as there are two vacancies and the positions should be publicised as much as possible. The Clerk explained where the positions would be advertised.

• Prospective Parish Councillors Pack – The Clerk gave the Parish Councillors the HBC Parish Councillors Pack. She said the applications need to be sent to the Returning Officer by 12 noon on 4 th April 2012.

• Highways:

• Footpath at Crimple – The Parish Council are awaiting a reply

• A resident had emailed the Clerk regarding rubbish on the old Knaresborough Road . The rubbish appears to periodically be removed, therefore no further action taken.

• Leconfield Garth/Main Street – The area of road remains in a poor state of repair. Clerk to contact Highways and enquire when the road will be repaired.

• Finance:

• Balance at the bank £11,323.73

• Request for authorisation of expenditure

Request for authorisation of expenditure – £231. Annual Membership to YLCA, £24. Christmas Trees, lights & electricity to Rudding Park Estate, £33. For the printing of the Parish Plan News Letter Update, £1,000 Donation to Cricket Club for Kitchen Equipment and £77.00 For Membership to Society of Local Council Clerk’s. The Parish Council authorised the expenditure with the exception of £1,000 payment to the Cricket Club. This was proposed by B. Butler and seconded by B. Fisher. The Chairman asked N. Pettitt to speak to the Cricket Club regarding the expenditure and the possible claim of VAT on items purchased.

• Quotes for Saxon Cross – The Clerk had obtained three quotes for the re-pointing of the base of the Saxon Cross. The Parish Council agreed to use WT Hall builders; this was proposed by N. Pettitt and seconded by C. Florance. The Clerk will request £110.00 from Community Sums towards the repair.

• Clerk’s correspondence:

• The Clerk distributed the correspondence.

• Planning:

• Applications

Hilltop House, Pannal road, Follifoot Ref: 6.121.174.E.FUL 12/00329/FUL Erection of single storey extension to replace existing outbuilding. The Parish Council had no objections.

Hilltop House, Pannal Road , Follifoot Ref: 6.121.174.F.LB 12/00330/LB Listed building application for the erection of single storey extension. The Parish Council had no objections.

• No planning applications had been received since the agenda was compiled.

• No Outcome of previous applications had been received.

• Date of next meeting : 7pm for 7.30pm start – Annual Parish Meeting 12 th April 2012. Followed by the Parish Council Meeting.
