FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on 9 th February 2012

PRESENT: B. Fisher (Chairman), B. Butler, U. Cansfield, T. Hall, C. Florance and M. Kettlewell (Internal Auditor), and M. Hammond (Neighbourhood Watch Coordinator).

• Apologies: T. Martin, N. Pettitt and C. Bayliss (District Councillor)

• Declaration of interest in items on the agenda: None

• Public Participation session :

M. Hammond discussed the information he had obtained on improving broadband in Follifoot. The Parish Councillors agreed the letter he and another resident had compiled was suitable for distribution around the village. M. Hammond said they would like it to be distributed as soon as possible. It was agreed the Parish Plan Update would be sent to the residents before the letter on broadband. It was agreed a formal committee would be established to assist in improving broadband in the village. C. Florance explained the information he had currently obtained on improving broadband in the village. The Parish Council agreed broadband would be an item on the Annual Parish Meeting Agenda.

• Minutes of the meeting held on 19 th January 2012 : Proposed by U. Cansfield and seconded by T. Hall the Minutes were signed as a correct record.

• Matters arising from the minutes: None

• Chairman’s communications:

• Speeding: B. Fisher said he had received a reply from John Savage ( County Councillor ) regarding traffic calming measurers on Haggs Road . John Savage emailed a copy of the e-mail from Highways which B. Fisher had already received. B. Fisher said he will speak with N. Pettitt and explain the situation, so he can discuss it with the residents.

• Cricket Club: The Cricket Club had e-mailed the Parish Council, via the Chairman, and thanked them for the donation towards improvements at the Cricket Club.

• Matters concerning Plompton :

• T. Hall said residents continued to ask when the drain cover at Plompton would be replaced. The Clerk said she had not yet received a response from Highways and would inform T. Hall when she had.

• Parish Plan Evaluation: Following the meeting the Parish Council had compiled a News Update to be distributed to the residents. The Clerk said she would organise the copying and distribution.

• Broadband : See Item 3.

• Date for Spring Litter Pick: The date will be 22 nd April. Clerk to organise.

• Annual Parish Meeting (12/04/12 ): It was decided to include Broadband; Parish Plan; Neighbourhood Watch; and Annual Chairman’s Report.

• Neighbourhood Watch : M. Hammond said the there are nine coordinators in place, covering approximately twenty houses each. The co-ordinators have organised to meet on 20 th February. A ‘No Cold Calling Zone’, was discussed, it was decided this would be discussed in future if it became a problem.

• Queen Elizabeth II Fields Challenge : The Parish Councillors discussed a recent email received, regarding registering a designated field/area in memory of the Queens Diamond Jubilee. B. Fisher said he would speak with a local landowner to ask if he may be interested.

• Highways

• Footpath/Bridleway crossing at Crimple – No update had been received from NYCC

• Finance

• Balance at the bank was £10,810.34

• Request for authorisation of expenditure

i) The Parish Councillors agreed to continue the Parish Council membership to Campaign to Protect Rural England, at the cost of £29.00 per annum. This was proposed by B. Butler and seconded by U. Cansfield.

ii) A. Walker had send in three invoices for work in the village; £195 for repair of Kissing Gate; £196.86 for Repair of Benches in the village; £94.75 for the painting of the Flag Pole; and the fitting of a new Sign. Payment was proposed by B. Fisher and seconded by C. Florance.

• Clerk’s correspondence

• N Y Timber Freight Partnership: The Parish Council had no comments, following an e-mail they had received.

• Planning

• Applications

Home Farm, Follifoot, Harrogate 6.121.204.A.DVCON 12/00090/DVCON

Deletion of Condition 8 of planning permission 6.121.204.FUL to remove the requirement for a Safety Audit. The Parish Council had no objections.

• No applications received since the agenda was compiled

• Outcome of previous applications

• 8 Plompton Square , Plompton – Refused

• Dower Cottage, Rudding Dower, Follifoot – Appeal decision allowed

• Date of next meeting: Thursday 8 th March 2012 at 8pm in the Village Hall
