MEETING OF THE PARISH COUNCIL
Wednesday 7th June 2017

PRESENT: Chairman N. MacDermid, Vice Chairman T. Martin, Councillors’ T. Hall, J. Andrade, P. Cresswell, A. Dewsnip, J. Hinchcliffe, District and County Councillor A. Paraskos and two residents.
1. Apologies: None.
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.
3. Public Participation session – an opportunity for residents to comment on any items on the agenda or to raise any questions or concerns: Items included in the Agenda.
4. Meeting Minutes 11th May 2017: It was resolved the minutes were a correct record, this was proposed by Vice Chairman T. Martin and Councillor Andrade. The Chairman duly signed the minutes.
5. Matters arising from the previous minutes:
a) Item 6a) Costings for renaming Southern By Pass: The clerk informed the meeting of the estimated cost to rename part of the A658 was quoted as £1,262.80. The matter was discussed and Councillor Hall informed the meeting the money had been raised to carry out the work without the need to spend HBC or NYCC funds. It was resolved no further action would be taken.
6. Chairman’s communications:
a) Cycle Route – The chairman said he had been asked if the parish council would be in support of a cycle route to link Spofforth to Follifoot. It was discussed and resolved that the parish council would support such a scheme.
7. Clerk’s correspondence:
a) Email from Marie Scott – An email had been received from PC Marie Scott following the events in Manchester. She explained that Communities were often in a better place to monitor any suspicious activity and suggested Crimestoppers is an excellent way of the public reporting information or concerns anonymously – Tel: 0800 555111.
b) Parish Council Consultation: The clerk said a Parish Consultation meeting had been organised and questions can be submitted by parish councils if they wished.
c) Footpath Reconstruction: The clerk said the footpath at Crimple/Wetherby Road will be resurfaced, starting at end of May 2017 for two weeks.
8. Matters concerning Plompton:
a) Dead Deer – Councillor Hall reported a dead deer had still not been removed. The clerk said she the team could not find it, so will contact Harrogate Borough Council again.
b) Plumpton Rocks – Councillor Hall said the Rocks had opened again on weekends only.

c) Lake Spoil – Councillor Hall said the area where the lake spoil was placed has become a ‘haven’ for weeds. He explained the weeds are extremely high which has made it difficult to see any oncoming traffic. It was resolved the clerk would contact the landowner and ask for the weeds to be managed.
d) Plompton Passing Point – A resident said the road by the Spoil area would benefit from a ‘passing point’ he said as vehicles come round the corner there is nowhere to stop and allow the traffic to pass. It was resolved the clerk would write to the landowner to ask if he could put a passing place into the verge.
e) Parking at Plumpton Square – Councillor Hall said there continues to be an issue regarding parking at Plumpton Square. The Chairman said that the land referred to is private the parish council is unable to intervene.
f) Hardstanding – Councillor Hall reported the work at Plumpton Rocks had finished. The clerk said they had six months from the date of completion to reinstate the hardstanding back to its original state.
g) Himalayan Balsam – Councillor Hall informed the meeting that there was still a lot of Himalayan Balsam around the Rocks, a resident said there was also Red Campion. It was resolved the clerk would inform the landowner.
9. Broadband:
a) Plompton – A resident had enquired if it was possible to write to residents to give an update on broadband at Plompton. He suggested including the update included details of OFCOM and how to contact them. The resident thought the more complaints OFCOM receive, may encourage them to investigate the quality of broadband at Plompton. It was resolved the clerk would compose a letter to the residents and Councillor Hall and the resident would deliver them.
b) Councillor Hinchcliffe explained the process he is currently looking at for the Rudding Lane area and said he would send the resident the information.
10. Neighbourhood Watch:
a) Update – No update available.
b) Cold Calling Zone – No further information was available.
11. Village Up Keep:
a) Maintenance – The clerk said the Village Maintenance man had done ten hours during May.
b) Dog Fouling – The clerk said further ‘Clean up after Your Dog’ signs had been purchased to display around the footpaths. The clerk said Harrogate Borough Council had loaned a large sign. The clerk said she had organised for the signs to be displayed.
12. Highways:
a) Update – The clerk informed the meeting that the hole in the road outside the shop/Harewood had been repaired.

b) Bus Stop and Bench Rudding Lane – The clerk said she had asked North Yorkshire County Council if they could put a bus shelter and seating on Rudding Lane, opposite the Hotel, as this stop is frequently used. They said they were unable to install any more shelters or seating due to financial constraints. It was resolved the clerk would ask North Yorkshire County Council for the cost of a new shelter and seating with a view to looking at funding options.
c) Road Marking outside Follifoot School – The clerk said new road markings outside the village school are to be implemented; no date had been given.
d) Outstanding Issues – County Councillor Paraskos had contacted Highways regarding outstanding work in and around the village. The reply had been circulated. He said he can make further enquiries at the next Highways meeting. It was resolved the clerk would forward details of outstanding Highways work.
e) Renewal of Subsidised Local Bus Service 770 – The renewal of the subsidised bus service was discussed, including the benefits of routing some of the evening buses through the village. It was resolved the clerk would contact Rudding Hotel to enquire if they had any special requests and submit the parish council reply by 30th June 2017.
f) A661 Overgrown Foliage – Councillor Hall said the overgrown foliage obscures the view of the oncoming traffic when turning into Plumpton from the A661 from Wetherby. It was resolved Councillor Hinchcliffe would ascertain who owned the land and then the clerk would contact Highways to request it is trimmed back.
13. FOFWRAP/Follifields:
a) Update – The chairman said the project was progressing and the ploughing, weeding and re-seeding had been completed.
b) Grants – The chairman confirmed the money raised to date was £54,000. He said this included the £36,736.00 Grant from WREN. Various forms needed completing and the third party contribution of £2,948.58 from the Parish Council needed paying. The parish council unanimously agreed for the £2,948.58 to be paid.
14. YLCA Branch Meeting and Representative: The clerk asked if any parish councillor would be the YLCA representative. No parish councillor volunteered.
15. Pannal Parish Council Meeting: The chairman said he had attended the Pannal Parish Council meeting with the clerk. He gave a brief report on the meeting.
16. Finance:
a) Balance at the bank on 31st May 2017, Current Account £243.04 and Deposit Account £9,688.11
b) Monthly Budget – See appendix 1.
c) Quarterly Reconciliation – not required.
d) Expenditure – Unanimously agreed.

e) Internal Auditor Position – The clerk said Richard Snoxall had offered to be the Internal Auditor. He said he would attend the July meeting. The parish councillors were pleased to have Mr Snoxall as the Internal Auditor.
f) Annual Audit – The clerk confirmed she had submitted the completed Annual Audit.
g) VAT Return – The clerk confirmed she had submitted the completed VAT Return.
17. Planning:
a) Applications Received
i. BARNFIELD, PLOMPTON – 17/01457/FUL – Demolition of existing bungalow and erection of two storey. The parish council supported the application.
b) Applications received since the agenda was compiled – None
c) Previous Applications –
i) The current Affordable Housing applications were discussed, no further information was available.
ii) Keepers Cottage Home Farm and The Pheasantry – Planning was refused.
