FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the meeting held on 14th July 2011

Present: Councillors T. Martin, U. Cansfield, T. Hall, C. Florance and one resident.

• Apologies for absence: B. Fisher (Chairman), B. Butler (Vice Chairman),

Councillor N. Pettitt and M. Kettlewell (Internal Auditor).

Before the meeting commenced the parish councillors voted Councillor T. Martin to chair the meeting as B. Fisher (Chairman) and B. Butler (Vice Chairman) were not present. This was proposed by Councillor U. Cansfield and seconded by Councillor T. Hall.

• Declarations of interest in items on the agenda: None

• Public Participation session:

The resident enquired about the grass verges along the Pannal Road , on the entrance to the village. He said he thought they looked untidy and required cutting. Verge maintenance was discussed and it was suggested the clerk enquire with Highways about their current policy on managing verges.

• Minutes of the meeting held on 9th June 2011: Having been proposed by T. Martin and seconded by C. Fisher the minutes were signed by T. Martin as a correct record.

• Matters arising from the previous minutes:

• Phone Kiosk: T. Martin explained his recent correspondence with two solicitors regarding public access to the phone box. It was suggested by a solicitor that a letter was drawn up and sent to the landowner outlining the parish council’s objectives. Provided the landowner was in agreement he would sign and return the document. The council would use this as a basis for preparing the lease. It was agreed this was a suitable way forward.

A “get out” clause for both parties was discussed.

The landowner had recently sent an email with suggestions of use, and enquiring if there was a maintenance programme. T. Martin said once a lease agreement was in place then a maintenance programme would be organised.

C. Florence suggested that a defibrillator was installed, and people trained to use it. This option is to be looked into further.

Action: S. Hinchcliffe to prepare a letter to landowner, and to obtain more information on a defibrillator.

• Parish Plan: T. Martin showed the parish councillors the draft parish plan. N. Pettitt had obtained quotes for printing. It was suggested that the £42.00 quote was used. T. Martin said September was the date for distribution.

• Cricket Club: The parish councillors discussed the letter received from the cricket club regarding its future. The councillors said they sympathise with the club. They agreed that more specific information is required before the parish council would look at donating funds or equipment to the club.

Action: S. Hinchcliffe to prepare a letter requesting this information.

• Speeding: S. Hinchcliffe explained she had not received a follow up from the request for a Speed Monitoring Survey or email enquiry. She will continue to make enquiries.

• Leconfield Garth Road Repairs: S. Hinchcliffe explained that Highways had contacted her and explained that the funds are not presently available to repair the road, and they are aware of the problem and will carry out the work once funds are available.

• Chairman’s communication: None

• Matters concerning Plompton:

• Sign: T. Hall said he had removed the sign the landowner had installed following several complaints. He asked the clerk to ask HBC again to install a new sign.

• Overhanging Trees: T. Hall said the overhanging trees opposite the Plompton junction had not been trimmed back. Action: S. Hinchcliffe to follow up.

• Salt box: T. Hall said there is not a salt box at the top of Plompton Road .

Action: S. Hinchcliffe to request salt and salt box.

• Highways:

• Junction A658/Rudding Lane : The councillors discussed the sign on the A658, on the approach to Rudding Lane , going towards Knaresborough. The overhanging branches/hedges blocked the gap between the sign and the fence, when trimmed back had given better visibility at the junction. They considered the sign was too near the junction. Highways had previously looked into the position of the sign and said it was the correct distance from the junction.

Action: S. Hinchcliffe to contact Highways and discuss.

• Stank North Bridge : No comments.

• Benches: It was agreed the benches can be painted, if required. The clerk was asked to organise.

• Kissing Gate: The gate post has been damaged. The clerk was asked to organise the repair.

• Overgrown trees/hedges: It has been noticed that several trees/hedges in the village are protruding onto public land. T. Martin asked the clerk to forward him a list, so it can be brought to the attention of the residents.

• Countrywide Civil Parking Enforcement Consultation: T. Martin asked the clerk to complete the questionnaire.

• Finance:

• Balance at the Bank: £10,470.25

• Request for authorisation of expenditure:

Request from HBC for Grass cutting £24.89. S. Hinchcliffe for Clerk’s salary £542.34 and expenses £60.00. B. Butler for Flowers and Compost for the village tubs and signs £26.00. Expenditure proposed by U. Cansfield and seconded by

T. Hall.

c) Quarterly Reconciliation: The councillors examined the reconciliation.

The accounts were examined by C. Florance. The councillors agreed to receive the quarterly reconciliation with the agenda by email.

• Clerk’s correspondence:

• Mobile Library: The clerk said the mobile library will finish on 16.09.11. U. Cansfield offered to give out a questionnaire from HBC to the mobile library users.

• Consultation Meeting 02.02.12: S. Hinchcliffe asked the councillors to look at the information and let her have any questions. A delegate is required, one will be asked for at the next meeting.

• Planning:

Applications:

Rose Cottage, Main Street , Follifoot HG3 1DU – 6.121.92.F.FUL 11/02292/FUL Erection of single story and two storey extensions. The parish council had no objections to the application.

The Lido Caravan Park , Knaresborough HG5 8LA – 6.500.133.F COUMAJ 11.02019/COUMAJ

Change of use of land from touring caravans to allow siting of 45 static caravans.

The parish council objected to the application.

• No applications received since the agenda was compiled.

• Outcome of previous applications:

Home Farm Bungalow, Follifoot 6.121.191.B.FUL – Erection of replacement dwelling (revised scheme). Granted planning permission subject to conditions.

Dower Cottage, 8 Rudding Dower, Follifoot HG3 1LL DCREFULZ 11/01791/FUL – Refused Panning Permission.

Scalibar Farm, Plompton HG5 8LP – DCPEFULZ 11/02055/FUL

Granted planning permission subject to conditions.

• Next meeting: 8 th September 2011 at 8pm in the Village Hall
