FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the meeting held on 10th February 2011

Present: B. Butler (Vice Chairman), T. Martin, N. Pettitt, E. Bolton , C. Florance, U. Cansfield,

M. Kettlewell (internal auditor), 1 resident

• Apologies for absence: B. Fisher

• Declarations of interest in items on the agenda: T. Martin declared an interest in item 5a, Removal of Trees.

• Public Participation session: None

• Minutes of the meeting held on 13th January 2011: Item 4, second sentence to read “Having been proposed by U.Cansfield and seconded by Barrie Butler”. The minutes of 10 th February 2011 having been proposed by Unice Cansfield and seconded by Nathan Pettitt, the vice chairman signed the minutes as a correct record.

• Matters arising from the previous minutes:

• Trees : T. Martin said he had discussed the trees on the cricket club and adjacent to the pound with the landowner. T. Martin said these trees had now been removed.

B. Butler reported that a resident had said the trees on Kitty Corner obscured the vista. B. Butler said these trees had been discussed at previous meetings, and it had been agreed they would remain. B. Butler said the trees on Pannal Road required further discussion as there are several concerns over the trees causing problems in the future. B. Butler proposed that T.Martin and he investigate relocating them to a more suitable position.

ACTION: B.B and T.M to look at relocating the trees from Pannal Road

• Yorkshire Water: B. Butler read a memo from Yorkshire Water; it said that the tree root cutting and further camera work on Spofforth Lane had been completed. Yorkshire Water will correspond with Network Engineering to determine what action will be taken to reduce the risk of further root growth. B. Butler said he had noticed two new man holes on Spofforth Lane .

• Telephone Kiosk: A reply had not yet been received from the landowner

• Visit to Rudding Hotel: The parish councillors agreed it was an interesting visit and thought the new proposed extension would blend in with the surrounding area.

• Chairman’s communication:

• B. Butler said he had measured and marked Horsepond Beck wall and made a diagram, to enable it to be monitored. S. Hinchcliffe said she had received an email from Highways, who said they had visited the site and concluded the wall had not moved since their last visit.

• B. Butler said the bulb planting on the green had been carried out, with thanks to: Mike Cave , Mike Keenan, Brian Garside and Denise Carling.

• Matters Concerning Plompton:

• E. Bolton and S. Hinchcliffe discussed the Plompton Rocks sign; S. Hinchcliffe explained that highways enquired if the broken sign was still present. E. Bolton said she thought it had blown away or been disposed of by another resident. S. Hinchcliffe said she would let Highways know.

ACTION: S.H to inform Highways the sign is not present.

• E. Bolton said she would like to give notice on her position as parish councillor. She requested that S. Hinchcliffe finds the correct method of replacing her and if it is any different as Plompton and Follifoot are a joint parish.

ACTION: S.H to contact YLCA to obtain correct procedure.

• Parish Plan:

N. Pettitt and T. Martin had compiled a questionnaire. N. Pettitt will circulate with the Clerk’s Correspondence. To be discussed at next meeting.

ACTION: N.P to distribute Parish Plan to P.C’s.

• Sam Smith’s:

Residents at the top of Main Street had commented on the Sam Smith’s delivery wagon at the Harewood arms waking them up early in the morning. They are dropping the barrels onto the ground which makes a considerable noise. B. Butler said he would discuss this matter with the new manager. ACTION: B.B to speak with pub manager.

• Cricket Club:

N. Pettitt said that the cricket club had been promoted. With this comes financial responsibility and they are in need of support and sponsorship. The cricket club said it would like to forge links with the parish council. There is a possibility that they may have commuted sums allocated to them.

ACTION: S.H to look into allocation of commuted sums.

• HBC – Consultation Meeting:

U. Cansfield attended the meeting; she has a copy of all the questions and answers from the meeting if anyone wishes to read them. A copy of the Follifoot parish council questions and HBC answers had been emailed and a copy put in the Clerk’s Correspondence.

• BT Broadband Meeting 19.02.11:

B. Butler asked if any parish councillors would like to go to the meeting. C. Florance said that the meeting was not worth attending, as NYCC are presently tendering for a partner regarding up-grading broadband. T.Martin said Burley in Wharfedale had won the BT Infinity competition. N. Pettitt said that he had some information on satellite broadband,

C. Florance requested a copy.

ACTION: N.P to forward satellite broadband information to C.F.

• Bottle Bank:

B. Butler said he had complaints from residents who live next to the Harewood pub; other residents are depositing bottles in the recycling banks early on a Sunday morning. He said signs are present but well worn. He asked if S. Hinchcliffe could organise some more.

ACTION: S.H to organise new signs.

• Consultation of Library Proposals Questionnaire:

U. Cansfield volunteered to complete and submit the questionnaire.

• Spring Litter Pick:

The Litter Pick has been organised for Sunday 3 rd April 2011, 2pm at the Post Office, Main Street , Follifoot. S. Hinchcliffe to organise publicity.

Action: S.H to publicise litter pick

• Annual Parish Meeting:

The annual parish meeting is to be held on 14 th April 2011 at 7.30pm. Coffee and tea will be served from 7pm. The parish councillors agreed the agenda to consist of the parish plan, affordable housing and the sub-committee. The Cricket Club to be invited. Advertising the meeting was discussed.

ACTION: S.H to organise publicity and agenda.

• Grass cutting:

Tenders have not yet been received.

• Highways:

• Speeding Traffic: N. Pettitt said he was concerned at the speed traffic comes into the village from the bypass along Pannal Road . He said vehicles frequently do not slow down to 30mph until after the cricket club. B. Butler said previous speed surveys had been carried out at Parkside and found that very few cars were speeding. N. Pettitt said he would make further enquiries to see if any more action can be taken.

ACTION: N. Pettitt to contact NYCC regarding speeding traffic.

• B. Butler said that there are several brambles and bushes protruding onto the road on Spofforth Lane ; when the bus comes and the cars are required to pull into the side it can result in the cars being scratched.

ACTION: S.H to contact Highways and request they are trimmed back.

• Finance:

• Balance at the bank was £9,086.56

• Request for authorisation of expenditure, £11.52 for stamps.

• Clerk’s correspondence:

The clerk’s correspondence was circulated. This included a list of emails sent prior to the meeting.

• Planning:

• One application received for Oak Lodge

• Application received for Ref: 6.121.43.F.FUL 11/00281/FUL – Oak Lodge, Pannal Road , Follifoot. To allow conversion of roof space to form additional living accommodation with the erection of dormer window and installation of 6 roof windows. The council had no objections.

• Application 6.108.19.F.DVCON 10/05390/DVCON – 8 Plompton Square, Plompton for Deletion of condition 8 permission 6.108.19D.FUL to allow annexe to be used by others and removal of window and door openings. Refused.

• Application 6.121.18.AP.FUL 10/05323/FUL – Rudding Park Hotel, Follifoot for Erection of single storey extension. Approved.

• Application 6.121.18.AQ.LB 10/05324/LB – Rudding Park Hotel, Follifoot for Listed building application for the erection of single storey extension. Approved.
