FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

MEETING MINUTES on 11th April 2013

PRESENT:

Chairman B. Fisher, Vice Chairman T. Martin, Councillors T. Hall, E. Jones, N. MacDermid,

C. Florance, and Internal Auditor M. Kettlewell and five residents

• Apologies: None received.

• Declaration of interest in items on the agenda: N. MacDermid declared an interest on item 10. E. Jones declared an interest on 19a) ii and therefore did not comment. T. Martin declared an interest on item 14.

• Public Participation session :

Rudding Estate held a presentation of a forthcoming planning application at Home Farm. A date for the Parish Councillors to visit the site was to be arranged.

• Minutes of the meeting held on 14th March 2013 : The minutes were proposed by

E. Jones and proposed by C. Florance. B. Fisher signed the minutes as a correct record.

• Matters arising from the minutes: None

• Chairman’s communications : The chairman said he had received a letter from Rudding Estate regarding the planning application for Home Farm.

• Matters concerning Plompton : T. Hall said the Plompton sign had still not been installed, despite Highways informing the clerk three months previous they would install it in the near future. Action: Clerk to contact Highways and request the sign is installed.

• Spring Litter Pick 21st April : The Litter Pick has been organised, to meet at the village shop at 2pm.

• Risk Assessments : N. MacDermid offered to carry out the six monthly risk assessments on the village assets. Action: Clerk to email photo’s of village assets to N. MacDermid.

• Phone Kiosk : The work on the phone kiosk will commence week beginning 15 th April 2013.

• 770 Bus Service: Following communications with Transdev, they have informed the Parish Council that they will not alter the current bus service in the foreseeable future.

• Parish Council Means of Communication : The Parish Council discussed creating a new website and email service for residents. A resident kindly offered to create a new website for the village. Action: Clerk to liaise with resident regarding the new website and email options.

• Youth Club : Lewis Gentle, Youth Development Worker from North Yorkshire Youth, will attend the May Parish Council meeting to discuss starting a Youth Club in Follifoot.

• Recreation Area Meeting : The next recreational area meeting to be held on Monday 15th April at 8pm at Radcliffe Arms. It was agreed that the Parish Council would contact Crest Homes, to enquire if they could offer any assistance with the Recreational Area.

• Highways: The Parish Council discussed the state of the roads in and around Follifoot. The clerk explained Highways continuously quote them are unable to repair the holes due to the current financial situation, and are monitoring the situation. It was decided during the litter pick volunteers could take note of the pot holes and broken up road surface and give the details to the clerk, who will inform Highways.

• Broadband: Superfast Fibre Broadband was discussed. It is now available in Follifoot Village and residents wanting superfast broadband are advised to contact an internet provider to request superfast broadband. Plompton and Haggs/Pannal Road area are not connected to the same cabinet and do not have superfast broadband. All residents and businesses in these areas should register their interest in Superfastbroadband via the NYCC website. www.superfastnorthyorkshire.com

• Finance:

• Balance at the bank as on 11th April 2013, Current Account £2,180.35, Deposit Account £7,370.78

• Authorisation of expenditure was proposed by B. Fisher and seconded by

T. Martin for Hire of Village Hall £254.00, Clerk’s Salary and expenses £613.36, YLCA Membership £254.00, Internal Auditor Honorarium £100.00, Costs towards Xmas Tree at Rudding Gates £24.00, Barrel £36.50 and School Railing Basket £148.80.

• End of Financial Year 2012/13 report was given by the clerk at the Annual Parish meeting. A total of £8,080.97 to be carried forward. The Parish Council agreed the planned expenditure for phone kiosk, general maintenance of bus shelters and noticeboards, plus the recreational area.

• It was unanimously agreed that the Parish Council would pay for the installation of Mrs Pearson bench.

• Clerk’s correspondence : It was decided that the clerk would continue to forward relevant emails to the Parish Councillors, but not circulate the ‘Clerks Correspondence’. It was agreed that she will take any relevant literature to the meetings for the Parish Council to go through.

• Protected Tree Works – 6.500.943.I.TPO 13/01064/TPO – Lido Leisure Park

Felling of 1 Ash tree T7 of Tree Preservation Order 38 1996. Felling Sycamore stem W6, felling of 1 Cherry tree in W7 and reduce branches of 1 Beech tree in A12 of Tree preservation Order 01 1959. Felling of 2 Prunus trees, cut back dead branches to 1 Oak tree, prune back Elm and Hazel Coppice and overhanging branches in W7 of Tree Preservation Order 01 1952. The Parish Council had no objections.

• Meadow Sweet, Tofts Lane, Follifoot – 6.121.131.G.FUL 13/01100/FUL Erection of first floor extension. The Parish Council did not object to or support the application but wished to make comments.

• 1 Wingate Court , Plompton, Knaresborough 6.108.6.M.FUL 13/00990/FUL

Erection of conservatory and installation of glazed panel doors to existing garage arch. The Parish Council had no objections.

• No applications received since the agenda was compiled.

• Outcome of previous applications:

• 22 Hillside , Follifoot – Granted subject to conditions

• 8 Plompton Square , Plompton – Planning enforcement investigation complete, no action required.

• Rugby Club – Response from HBC on the Parish Council discussed.
